Bio
Seth Kaplan is the Director of External Affairs for Ocean Winds, a global offshore wind joint venture between EDP Renewables and Engie, overseeing governmental and regulatory policy. He also serves in the same capacity for the Mayflower Wind Energy project (which is being jointly pursued by Ocean Winds and Shell New Energies) and serves on Mayflower’s Management Team. Previously, Seth managed Government and Regulatory Affairs for EDP Renewables across the Eastern U.S., working on both policy and commercial strategy and execution. Before that, he worked at the Conservation Law Foundation in Boston for 16 years in various capacities, where his last assignment was as Vice President for Climate Policy. Seth has extensive experience with Local, State and Federal permitting schemes including FERC regulation of the wholesale electricity market and NEPA environmental review. His prior offshore wind work included deep involvement in the stakeholder process around the Cape Wind project and serving on the Federal advisory committee that planned the creation and launch of the Bureau of Ocean Energy Management. He lives in Brookline Massachusetts with his wife (a law professor), children, and a variety of pets.
