Bio
Patrick V. Kinsman is the Port of Virginia’s Vice President for Offshore Wind Development and started his assignment with the Port in January 2022. Pat recently finished a 28-year military career with his final assignment as the 59th Commander of the Norfolk District, U.S. Army Corps of Engineers, where he oversaw the district’s civil works, military construction, regulatory, and emergency operations missions. His prior military assignments were an absolute adventure and took him around the world, including an assignment to Hawaii, three assignments in Europe, and deployments to Afghanistan and Iraq. He is a native of Bellevue, Washington, and a 1993 graduate of the U.S. Military Academy at West Point, N.Y., where he received his commission as a second lieutenant in the US Army Corps of Engineers and a bachelor’s degree in Environmental Engineering. He also attended the University of Missouri-Rolla earning a master’s degree in engineering management and the Georgia Institute of Technology earning a master’s in civil engineering and a master’s in business administration. He is married to the former Elisa Cannizzo of East Hanover, New Jersey, and together they have three boys.
